Coast Transit Authority will comply with the Federal Transit Administration’s standards to ensure competitive bidding through full and open competition and equitable treatment of all potential sources for all purchases made with funding derived from the Federal, State and Local Governments. Competitive proposals and sealed bid transactions will be conducted in a manner to provide maximum open and free competition consistent with FTA Circular 4220.1F “Third Party Contracting Guidance” and Department of Transportation 49 CFR Part 18, “Uniform Administrative Requirements for Grants and Cooperative Agreements to States and Local Governments.”
